MNsure Annual Open Enrollment: Your Questions Answered


Q: What is Open Enrollment?

Open Enrollment is the yearly opportunity to enroll in, renew, or change a private health insurance plan through MNsure or directly with an insurance company.


Q: When is Open Enrollment for 2026?Open Enrollment runs November 1, 2025, through January 15, 2026.

  • Enroll by December 15 for coverage starting January 1, 2026.

  • Enroll between December 16 and January 15 for coverage starting February 1, 2026.


Q: What if I miss Open Enrollment?

You generally can’t sign up mid-year unless you experience a Qualifying Life Event—for example:


  • Losing employer coverage

  • Moving to a new area

  • Losing eligibility for Medical Assistance or MinnesotaCare


These situations trigger a Special Enrollment Period for a limited time. Note that a new diagnosis or needing medical care is not a qualifying event—so enrolling during Open Enrollment is crucial.


Q: How much does health insurance cost?Premiums vary widely—typically $100–$900 per person, per month.

Costs depend on your age, tobacco use, coverage level, and network options.


  • Lower-premium plans often have higher out-of-pocket costs when you use care.

  • Higher-premium plans usually come with lower costs when you receive care.


Q: Can I be denied or charged more for a pre-existing condition?

No. By law, health plans cannot reject or charge more for pre-existing conditions.


Q: Is financial help available?

Many Minnesotans qualify for tax credits that reduce monthly premiums.Eligibility depends on income, household size, and age.


However, note that the expanded federal tax credits are set to expire at the end of 2025, unless Congress renews them. This issue is currently being debated at the federal level. While agents can help you compare plans, we won’t know final tax credit amounts until the federal decision is made.
